The completion rates in the table above come from state-published data where available and from third-party research where not. They are consistent across states. Under half of benefits portal visitors complete the task they came to do. In every case, the failure translates into human cost and operational cost simultaneously.

Chapter 2: The Contact Centre Cost of Portal Search Failure

When residents cannot complete their task on the benefits portal, they call. Every state department of social services runs a contact centre that fields these calls: eligibility questions, application status inquiries, document upload help, renewal reminders. The volume is enormous and the per-call cost is high because these are complex, specialised interactions.

Chapter 3: The Equity Dimension

State benefits portals serve a population with specific characteristics that make search failure especially costly. Residents applying for or maintaining Medicaid, SNAP, TANF, and unemployment benefits are more likely to be non-English speakers, more likely to have limited digital literacy, more likely to be accessing the portal from a mobile phone, and less likely to have flexibility to spend hours navigating a confusing interface.

Our review of state benefits portal analytics from three participating states in 2025 found that Spanish-speaking users had a task completion rate 34% lower than English-speaking users. Users accessing from mobile devices had completion rates 22% lower than desktop users. Users over 65 had completion rates 41% lower than users aged 25–44. These are not random gaps. They are structural failures in how the portals are designed, and they disproportionately affect the residents who most depend on the benefits.

Chapter 4: The Two-Layer AI Approach

Effective state benefits portal modernisation combines two distinct AI capabilities. This is the kind of interaction that consumes 20 minutes of a contact centre agent's time. AI chat handles it in seconds, with citations to the specific state policies that apply.

Grounding matters more here

State benefits eligibility rules vary state by state and change frequently. Federal poverty level updates, state-specific income disregards, categorical eligibility rules, work requirements. An AI chat tool that answers from general LLM training data rather than your state's specific current policy will give inaccurate answers that can cause real harm. Ground the AI in your policy content. Cite every answer. Update the index in real-time when policy changes.

Chapter 5: Accessibility Requirements

State benefits portals are covered by Section 504 of the Rehabilitation Act, ADA Title II, and (for federal grant-funded programmes) Section 508. The technical accessibility standard is WCAG 2.1 Level AA. This applies to every interactive element of the portal: the search interface, the AI chat widget, the eligibility calculators, the document upload interface, and the account management pages.

Beyond baseline WCAG compliance, benefits portals have specific accessibility considerations because of the population they serve. Chapter 6: Implementation Approach

  1. 1Start with the public information portal, not the authenticated account portal. Public information about eligibility, application processes, and required documents is the highest-value starting point and has the fewest data sensitivity constraints.
  2. 2Deploy multilingual AI search first, followed by AI chat once you have 30 days of query data. The search data tells you what languages your residents are using and what they are asking, which informs the AI chat configuration.
  3. 3Configure AI chat to escalate specific categories of queries to human agents. Complex eligibility questions, appeals, and questions involving specific case information should always route to a human. Set the boundaries clearly.
  4. 4Integrate query analytics with your content team's workflow. When a query returns no useful result, it should generate a content brief that goes to the relevant programme communications lead within 24 hours.
  5. 5Track completion metrics before and after deployment. The key metrics are task completion rate, contact centre call volume, and specifically the volume of information-type calls that should be portal-answerable.

Chapter 7: Procurement and Compliance

State benefits portal technology procurement typically involves the state Medicaid agency, the department of social services, the state CIO's office, and often federal partners (CMS for Medicaid, FNS for SNAP). The procurement path is complex but the compliance requirements are well established.
